The authors of the Constitution established Congress, the legislative branch of the federal government. Congress is an arena for expressing opinions, agreeing, disagreeing, and compromise. Controversy is also oftentimes a part of this branch as seen during the Clinton impeachment proceedings. In spite of this, no President can effectively govern without the support of Congress. This program examines the role of Congress, its organization, powers and responsibilities, and requirements to serve.
